DPT supports users across a wide range of countries and currencies, so there's a good chance it's available where you are.

That said, there are some exceptions. DPT cards cannot be issued to users residing or registered in the following countries: Belarus, China (Mainland), Cuba, India, Iran, Iraq, Israel, Myanmar, Nepal, Nicaragua, North Korea, Russia, Syria, Turkey, Ukraine, Venezuela, and Vietnam.
DPT cards also cannot be used for spending in: Cuba, Iran, North Korea, Russia, Syria, Ukraine, and Venezuela.
